Program Overview

The Eatonville Forward Initiative is a community-driven infrastructure project focused on upgrading the town’s aging water and wastewater systems. Through strategic investments and public engagement, the project aims to modernize essential services, reduce disruptions, and create a more sustainable future while preserving the historic integrity of Eatonville.

Our Approach

The infrastructure improvement program is funded by grants and loans through the State Revolving Fund (SRF) and the Community Development Block Grant–Mitigation (CDBG-MIT).

Guided by the town’s master water and wastewater plans, our approach includes:

Project Phases

The project is being implemented in multiple phases over the next few years:

Planning

The Drinking Water and Wastewater System Improvements Planning phase includes the Design Phase Program Management Services, Project Charter, Community Engagement Plan, Financial Management Plan, Document Control Plan, Website development, Design Procurement, Surveys & Facilities Plans.

Design

Design and permitting for Drinking Water Systems, including relocation of water mains pipe on Kennedy Blvd to Campus View Dr, Relocation & Replacement of Asbestos Cement Water Mains, and a New Water Treatment Plant.

Design and permitting for the Wastewater Systems, including Lake Lovely Service Area, Vereen Gravity Sewer System, and Northeastern service areas.

Drinking Water System Improvements (Construction)

Phase B1: Relocation of New Water Main Pipes – Along 1000 W Kennedy Blvd

Phase B2: Water Main Replacement 920 W Kennedy Blvd to Campus View Dr

Phase B3: Replacement of Asbestos Cement Water Main from Campus View Dr to I-4

Phase C: Relocation & Replacement of AC Water Main  from I-4 to East St

Phase D:  New Water Treatment Plant

Wastewater System Improvements (Construction)

Phase 2: Lake Lovely Service Area – Targeted Rehabilitations & Replacement of Sewer Pipes

Phase 3a: Northeastern Service Area – Targeted Rehabilitations & Replacement of Sewer Pipes

Phase 3b: Vereen – Replacement of Gravity Sewer System ( New gravity System with revised routing, new sewer piping, and new manholes)

Final Connections and Testing
Program Closeout

Program closeout support, including final coordination with agencies and stakeholders, punch list completion, as-built/record drawings, turnover packages, permit closeout, and final documentation.
